Constitution of the Iowa Student Personnel Association
ARTICLE I
The name of this organization shall be the Iowa Student Personnel Association.
ARTICLE II
The purposes of the Iowa Student Personnel Association are:
A. To encourage the exchange of information among Iowa student personnel professionals, educators, students, and practitioners.
B. To encourage positive relationships among all levels of practitioners in higher education and all sizes of institutions.
C. To develop and execute state-wide staff development opportunities.
ARTICLE III
Membership is open to persons in the field of post-secondary education who pay the dues and are interested in the purposes of the Association.
ARTICLE IV
Section 1. Officers
Officers of the Association shall consist of a President, President-Elect, Past President, Secretary/Information Coordinator, Treasurer,, Conference Coordinator, Conference Coordinator-Elect, Professional Development Chair, and Graduate Student Representatives.
Section 2. Election of Officers
The officers shall be elected by an email ballot in the spring of each year.
Section 3. Duties
The officers are responsible to carry out the provisions of the Constitution and By-Laws in addition to the specific duties outlined in the By-Laws.
ARTICLE V
Section 1. Purpose
The Executive Committee shall be the official designated representatives of the Association between the conferences and assume the responsibilities stipulated in the Constitution and By-Laws.
Section 2. Membership
The Executive Committee shall consist of the President, President-Elect, Past President, Secretary/Information Coordinator, Treasurer, Conference Coordinator, Conference Coordinator-Elect, Professional Development Chair, and Graduate Student Representatives.
Section 3. Financial Responsibilities
The Executive Committee shall approve the expenditures of all Association funds and present a budget for the approval of the general membership at the Annual Business Meeting.
ARTICLE VI
Section 1. Annual Business Meeting
The annual Business Meeting will be held each year during the Annual Conference as stipulated in the By-Laws.
Section 2. Other Business Meetings
The Executive Committee may call additional business meetings at a central location to conduct the affairs of the Association provided that the general membership is notified at least 30 days prior to the meeting. The tentative agenda must be included in the notification.
ARTICLE VII
By-Laws consistent with this Constitution may be adopted or amended by a majority vote of the members actually voting at any business meeting provided advanced notification of the proposal is sent to all members prior to the business meeting. Changes may also be made by e-mail ballot providing two-thirds of the of the membership respond.
ARTICLE VIII
Section 1. Amendments
This constitution may be amended by an affirmative vote of at least two-thirds of the members voting at a business meeting of the Association.
Section 2. 30 Day Notification
Proposals to amends this constitution must be submitted to the Secretary/Information Coordinator in writing at least thirty days prior to the meeting when the amendment will be considered.
Section 3. Distribution
Proposals to amend this constitution must be made available to the entire membership by the Secretary/Information Coordinator at least 24 hours prior to a vote being held.
