ARTICLE I
Membership and Dues
Section 1. Membership
A.      Application for membership shall be made to the Treasurer.
B.      The membership year will run from October 1- September 30.
C.      All Iowa Student Personnel professionals, educators, graduate students, and practitioners are eligible for membership. 
 
Section 2. Associate Membership
A.      Associate membership may be granted upon application to the President-Elect to any former member who has retired and to any former ISPA member who is no longer serving as an Iowa Student Personnel professional.
 
Section 3. Dues
A.      The annual dues shall be established by the Executive Committee with approval by a majority of the members voting at the Annual Business Meeting.
B.      Dues are payable to the Treasurer at the beginning of the membership year.
 
ARTICLE II
Officers
Section 1. Terms of Office
All officer terms shall begin on July 1 and end on June 30. The President shall serve one year each as President-Elect, President, and Past-President. The Conference Coordinator shall serve one year each as Conference Coordinator-Elect and Conference Coordinator. The Professional Development Chair and Treasurer shall each serve a two-year term of office. The Secretary/Information Coordinator and Graduate Student Representatives will each serve a one year term of office. 
 
Section 2. Duties
                President:
Responsible for overseeing all operational and administrative activities of the Association. Shall call and chair meetings of the Executive Committee and be responsible for communications among the officers. The President also appoints members to committees with the confirmation of the Executive Committee and assumes the responsibilities of the Past President during the year immediately following her/his term of office. With assistance of the President-Elect, will host a meeting of the Deans at Fall Conference and any other meetings of Deans scheduled at other times during the year.
                President-Elect:
Serves to assist the President in all areas as assigned with specific responsibilities for the recruitment of new members. Responsible for collection and distribution of information to ISPA membership. Will assume the post of President immediately after serving one term as the President-Elect. Arrange for selection and recognition of ISPA scholars.
                Past President:
                                Serves as ex-officio member of the Executive Committee.
                Secretary/Information Coordinator:
Will take and distribute minutes at all Executive Committee meetings and general business meetings and will publish and distribute the membership directory annually and the Newsletter on a regular basis. Also will maintain and manage the organizations website and other technology/social media sites. 
                Treasurer:
Responsible for all monies, collection of membership and conference fees, payment of all bills, and keeping of accurate records.
                Conference Coordinator:
                                Responsible for the coordination, planning and execution of ISPA Conferences.
                Conference Coordinator-Elect:
Will serve as the assistant to the Conference Coordinator for one year and will immediately assume the position of Conference Coordinator after one year. Shall be an ex-officio member of the Executive Committee.
                Professional Development Chair:
Responsible for planning and coordination of professional development activities of the Association.
                Gradate Student Representatives:
Responsible for: the liaison between the board and graduate students in student personnel and higher education programs; for communication among graduate students; and for advice on issues important to graduate students. One representative will be nominated from the University of Iowa, Iowa State University, the University of Northern Iowa and Drake University. 
 
Section 3. Compensation and Expenses of Officers
The officers of the Association will not receive compensation for their services. Necessary travel and other expenses may be paid from Association funds with the approval of the Executive Committee.
 
Section 4. Failure to Complete a Term of Office
If an officer is unable to complete her/his term of office, the President with the confirmation of the Executive Committee shall appoint a member of the Association to fill the position until the next regular election. If the President is unable to complete her/his term of office, a special election shall be held to determine the new President-Elect.
 
 
ARTICLE III
Elections
Section 1. Elections
The officers of the Association shall be nominated and elected by e-mail during the months of March and April each year.
 
Section 2. Nominations
Call for nominations shall be distributed to the general membership in March of each year. At least two weeks shall be allowed for the return of nominations. A nominee shall indicate willingness to serve in order to become an official candidate for an office.
 
Section 3. Ballot
The ballot of official candidates shall be distributed by e-mail to the general membership by the Executive Committee. Each candidate shall be given the opportunity to submit a short biography or statement to accompany the ballot. Association members shall have at least two weeks to receive and return the ballot before the elections results are tabulated.
 
ARTICLE IV
Professional Development Committees
Section 1. Purpose
The Professional Development Committee will sponsor professional development activities for Association members.  The primary function of this group is to assist the Conference Coordinator with the planning of the Annual Conference. If needed they will also support the association including the Professional Development Chair with additional programs throughout the year.
 
Section 2. Duties
The Committee, composed of five to nine active ISPA members, shall meet periodically to set goals and carry them out. The committee will annually survey members as to their needs and interests. Based on this information they will make recommendations to the executive board along with the Conference Coordinator-Elect for future conference and other professional development ventures. 
 
ARTICLE V
Publications
Section 1. Newsletter
A.      The Newsletter shall be published and distributed to the membership at least four times a year.
B.      The Secretary/Information Coordinator shall be the editor of the Newsletter.
 
Section 2. Directory
A.      A directory of the membership or an update shall be published and distributed by the Secretary/Information Coordinator each year. 
 
ARTICLE VI
Conferences
Section 1. Annual Conference
A.      The Association will hold the Annual Conference in the fall of the year under the direction of the Conference Coordinator.
B.      The Annual Conference will be organized around a staff development theme that is appropriate for consideration by the majority of Association members.
C.      The Annual Business Meeting will be held during the Annual Conference.
D.      The Annual Conference is designed to be self-supporting with excess revenues reverting to the Association treasury.
 
Section 2. Other Conferences
A.      The Executive Committee may approve any additional conferences throughout the year that are consistent with the purposes of the Association.
B.      The Executive Committee may approve joint sponsorship of conferences with other organizations.
C.      All conferences are designed to be self-supporting with appropriate revenues reverting to the Association treasury.
 
ARTICLE VII
This constitution and the By-Laws will become the governing rules of the Association with an affirmative vote of at least two-thirds of the members voting at a special election to be held by mail in February of 1978.
